Moodle Open source database for content in any imaginable format. Hard to visualise as platform for a journal. Demo here.
Aeon Glossy and very multi-media friendly. (I like the choice of topics and sense they are coming from a similar value set but I don't know who they are.)
Buckingham Journal of Education using the Public Knowledge Project platform. Clean but traditional with strong orientation towards academic institutions.
Thanks, Julie for alerting us to Open Academia who also use the PKP platform.

Am reminded that Graham leicester wrote for one of the Wison editions. And his latest offering from Triarchy is on practical hope: https://www.triarchypress.net/beyondsurvival.html
Thank you, David
(Just thinking silently :). More soon). Best wishes. Bob
If e-O&P is the answer, what were the questions? (Just thinking out loud.)
e-O&P is a vital organ of AMED and the survival of AMED is essential to sustain hope. (Is it really? I don’t know but it has felt like it to me.)
Tom Chalmers of Legend Times Group gives us an idea of costs involved in publishing:
"for Open Access Journals with no subscription revenue, up to £7,500 to cover all production, management and distribution costs. For the latter, there is a lot to be done if pushing fully – publishing, having it indexed, referenced in GoogleScholar, ResearchGate etc, available through partners such as Research Solutions and ScienceOpen, apply for Impact Factors where possible and so on."
I infer from the following that I may be underestimating the amount of effort needed to raise our efforts to the next level.
"we use the same design team for complex textbooks etc and so they have no issues with more complicated templates"
