Hi, Manzoor.
I wholly agree with you about the potential arising from the synthesis of TQM & HRM. The trouble I notice is that British HR culture tends to be rather mechanistic and heirarchical and not very well-disposed towards the systems thinking necessary for consistently high standards of quality.

Does systems thinking come more naturally in Pakistan?
